Chapter 40-55 account on the prophecy of the people of Israel. Gem 8:20 , Eph5:1-2. The covenant we are dealing with is the same type of covenant he has with Noah which was the covenant of grace brought by our Lord Jesus Christ. God is saying through our theme that "though the mountains would depart and the hills be removed but my kindness shall not depart from you and my covenant of peace shall no man remove.... ".
